OLGT 2023-4a: Cross Program: Extended Parole Period for Non-SI Parolees or “Humanitarian Parolees” from Afghanistan

On December 29, 2022, the President signed the Consolidated Continuing Appropriations Act, 2023 into law. This law extends the period of parole under which Non-SI or “Humanitarian Parolees” from Afghanistan may be eligible for SNAP and TAFDC.

Afghan nationals, citizens, or those who last habitually lived in Afghanistan who are granted parole between July 31, 2021 and September 30, 2023 are eligible to receive resettlement assistance; entitlement programs (including SNAP and TAFDC) and other benefits available to refugees admitted under section 207 of the Immigration and Nationality Act.

These individuals were previously eligible only if granted parole by December 16, 2022. Non-SI Parolees from Afghanistan are not subject to a waiting period and are immediately eligible for benefits as long as they meet all other financial and non-financial eligibility requirements.

Note: These individuals are also considered eligible noncitizens for EAEDC.

No Afghan refugee applications are to be screened out or denied prior to consulting with the Procedural mailbox.
