Reversed - DCF did not have reasonable cause to revoke the Appellant's foster care license because the Department's licensing reassessment did not clearly identify any failure by the Appellant to comply with specific licensing standards. In its decision to revoke her license, the Department cited the somewhat difficult, hostile and, "feisty," manner in which the Appellant communicated with select staff members at the Robert Van Wart Area Office, however, it was clearly documented that the Appellant provided good care for the children, met their needs, attended foster care reviews, and followed the Department's recommendations. Despite the Department's 1) unsupported assertion that the Appellant had non-permitted contact with her former "paramour" in her home and 2) displeasure with the in which manner the Appellant communicated, the Appellant ensured the safety and well-being of the children in her care and there was no solid evidence that the Appellant violated any licensing standards.
