Reversed - DCF did not have sufficient evidence to support a neglect finding against Appellant father where 1) the child and their sibling gave inconsistent statements from each other, from prior statements, and from adults; 2) the child and their sibling were known by their social worker to be unreliable reporters; and 3) the alleged action by Appellant--letting his child stand outside in the winter with limited clothing for 2 minutes--was highly unlikely to result in any harm.
