Affirmed - DCF had a reasonable cause to support a finding of neglect because two of the subject children (aged 3 and 5) disclosed witnessing Appellant father yell and hit their mother. The children's mother made and later retracted a statement about the Appellant hitting her. DCF had reasonable cause to believe that the Appellant failed to provide his children with minimally adequate care and that his actions placed the children in danger or posed a substantial risk to their safety or well-being.
