Affirmed - DCF had reasonable cause to deny Appellant’s application to become a licensed kinship, child-specific family resource when: (1) Appellant allowed non-approved individuals to care for the child in Appellant’s absence, including the child’s mother, who has a history of substance abuse, as well as the Appellant’s sister and the Appellant’s 91 year-old mother. The care of the child by non-approved caretakers resulted in the filing of a 51A against the Appellant for neglect.
