Reversed - DCF did not have reasonable cause to remove a child from a foster home or revoke the license of the Appellant Foster Parent where: (1) Appellant Foster Parent maintained a happy and safe environment for the children, (2) the children were unaware of drug use in the home, (3) the children felt safe, and (4) the individual using drugs in the home was removed from the environment.
