Reversed - DCF did not have sufficient evidence to affirm a finding of neglect where a child struggled with behavioral issues, and had been violent towards Appellant mother, their sibling, and themselves. Appellant presented a clear and comprehensive side of their role in the incidents in question and demonstrated that she had made efforts/taken steps to stabilize her child's behavior.
