- The ABAWD (able bodied adults without dependents) Work Program. Massachusetts has operated under a statewide waiver of the ABAWD Work Program requirement and the suspension of SNAP Time Limited Benefits since June 2008. However, the statewide ABAWD waiver will expire December 31, 2015.
