BOR reversed RE decision.  RE improperly concluded that because claiman'ts income was less than her government assistance, she did not provide 50 percent of the support of the child and was therefore ineligible for a dependency allowance.  The Board overturned and concluded that claimant was entitled to dependency allowance even though her income was less than the sum of government assistance she received through various programs.  Government benefits claimant is entitled to are properly considered part of household income which she uses to support her child.
