TANF and TAFDC in Massachusetts

An overview of the federal TANF (Temporary Assistance for Needy Families) block grant as it is implemented in Massachusetts, including an explanation of the funding stream, state maintenance of effort (MOE) requirements, and what types of expenditures the state can use the TANF grant for, including TAFDC cash assistance as well as child care and social services for non cash assistance families.  In Massachusetts, the state does not use the bulk of the federal TANF block grant and state MOE expenditures on income supports for the poorest families in the state; instead, more than half of these expenditures are going towards programs and services other than cash assistance and related benefits.
