In 2010, USDA sent a letter to states confirming that food stamps/SNAP does not create a "public charge" problem for immigrants. Attached is a letter from FNS Under Secretary Kevin Concannon to DTA Commissioner Julia Kehoe confirming federal policy that SNAP benefits do not make an immigrant subject to the "public charge" determination when adjusting immigration status.
