OLGT 2022-67: Cross Programs: Revised Procedures for Refugee Assistance Payments

On July 13, 2022, the Department issued Online Guide Transmittal 2022-55 Cross Programs: Refugee Assistance Payments. This transmittal advised that qualifying noncitizens present in the US could be eligible for cash assistance payments administered by the Office for Refugees and Immigrants (ORI). The transmittal and relevant online guide page provided guidance on the treatment of the various types of ORI income, including Refugee Cash Assistance (RCA). Since this release, the Department has learned of a subset of clients who may be eligible for RCA where additional guidance is needed regarding the treatment of retroactive payments.
