Memo Re DHCD’s Proposed Changes to “Final” Emergency Assistance Regulations and Guidance

Memo prepared by Masschasutts Law Reform Institute and Massachusetts Coalition for the Homeless discussing DHCD's proposed changes to the Emergency Assistance regulations.  The memo notes that although some of the planned changes are very important and meaningful, there are still several areas of concern.  In particular,  the proposal on the key issue of “imminent risk of having to stay in a place not meant for human habitation” is unsatisfactory and will continue to leave too many children at risk.
