Reversed - DCF did not have reasonable cause to support a finding of neglect for the children's Appellant mother. There was insufficient evidence that the children's mother met the department's definition of neglect. While the children did engage in rough playfighting with their stepfather, which could get quite physical, this did not constitute a substantial risk to the children's safety. Moreover, after one child made an initial disclosure regarding sexual assault, stating that her stepfather abused her, she did not follow it up with any subsequent disclosures and the statement was uncorroborated with any evidence.
