Reversed - Hearing Officer affirmed that the Department had no reasonable cause to believe a complaint from the child’s mother, stating that the child’s grandparents and guardians neglected the child. The original decision was unsupported because (1) the mother has just been kicked out of grandparents home a few days before the report, (2) her accusations of drug use and sales by the grandparents was unsubstantiated, and (3) the child’s sole testimony was not enough to prove otherwise due to potential manipulation by the mother.
