Affirmed - DCF had a reasonable cause to support a finding of neglect because Appellant mother made excessive and inappropriate contact with her child's peers in an effort to control her child's relationships. Appellant also encouraged an inappropriate sexual relationship with her child and an 18-year-old boy, sending him gifts and instructing him to keep the communications secret. These actions exacerbated her child's existing mental health issues, which supported the conclusion that Appellant failed to provide minimally adequate emotional stability and growth for her child and that her actions posed a substantial risk to her child's safety and well-being.
