Reversed - DCF did not have reasonable cause to support allegations of neglect where Appellant Mother did not accompany the child to the hospital in an ambulance, but arrived at the hospital separately at a later time. It was determined that the child was adequately supervised at all times, and that Appellant took appropriate steps to seek mental health services for the child. Appellant met the burden of proof in illustrating that the child was not emotionally or physically harmed by the events.
