Affirmed - DCF had reasonable cause to deny the Appellant's child-specific foster parent license application where 1) the references provided by the Appellant on her application expressed concerns regarding the Appellant's ability to meet the emotional and behavioral needs of the child in her care; 2) the Appellant did not always agree with both the child's medical provider and the Department regarding medical recommendations and long-term needs appropriate for the child; and 3) there were concerns that the Appellant was sharing too much sensitive/adult information with the child, resulting in a negative impact on the child's mental health and well-being.
