Reversed - DCF did not have reasonable cause to support a finding of neglect. There was insufficient evidence to show that either of the Appellants, the child's biological mother and her partner, ever sexually abused or neglected the child. There were two episodes where the child had blood spots in her underwear, but after having an exam preformed by a pediatrician there were no signs of trauma or sexual abuse. Moreover, there was an incident where the child was left inside unsupervised while the Appellants were shoveling snow, but there, no significant risk was posed to the child's safety.
