Reversed - DCF did not have sufficient evidence to support a 51B decision for neglect and abuse where: (1) abuse and neglect allegations were made by mother, who has a strained and volatile relationship with Appellant Father, (2) the child claimed events occurred merely because the mother said so, (3) visits between Appellant Father and his children were supervised and he was seen to be “attentive” and genuinely concerned with allegations made by mother, and (4) the DCF Social Worker confirmed Appellant Father’s story from family friends.
