Reversed - DCF did not have reasonable cause to support a finding of neglect because (1) there was a lack of credible evidence as to the child's location during the parents' physical altercation (2) the hearing officer was unable to conclude if the Appellant's actions of engaging in a physical altercation with the child's father constituted neglect of the child.
