Affirmed - DCF had reasonable cause to support allegations of neglect due to Appellant’s mood swings, yelling at children and spouse, and other verbal abuse. The children responded to Appellant’s actions with school tardiness, psychological disorder, behavioral issues, eating disorder, and poor school performance, proving they were affected.
