Reversed - DCF did not have reasonable cause to support a finding of neglect by the children's Appellant mother where although the mother threatened to kick out the children when they turned 18 years old this neither posed a substantial risk to their safety or wellbeing, nor did it present a failure to provide adequate emotional stability. Moreover, a significant factor in the decision was that the children continually made false allegations to the department about their mother which compelled her to tell them to leave when they turned 18.
