Reversed - DCF did not have reasonable cause to support a finding of neglect where, though the Appellant and her ex-wife fought, yelled, and used inappropriate words in front of the subject child, there was no reasonable cause to indicate that the Appellant's actions placed the child in danger or posed substantial risk to the child's safety and well-being. Additionally, following the separation of the Appellant from her ex-wife, the Appellant demonstrated her ability to care for the child's needs by sending the child to school and attempting to enroll the child in therapeutic services.
