Affirmed - DCF had a reasonable cause to support a finding of neglect because the children (aged 8 and 11) reported witnessing physical confrontations between Appellant father and their mother. Appellant had stopped taking psychiatric medications and was criminally charged for assault of the children's mother. Evidence supported that Appellant failed to provide minimally adequate emotional stability and growth to the children; in addition, his actions posed a substantial risk to the children's safety and well-being.
