Reversed - DCF did not have reasonable cause to find neglect where Appellant had obtained custody of the child, her granddaughter, through a temporary probate court order and was later informed by the child’s mother that the child could return to the mother’s residence. Appellant informed her DCF Family Resource worker that she had returned the child to the mother’s care and was never told by DCF to retain custody. There was no evidence that the child was not provided with minimally adequate food, clothing, shelter, medical care, supervision, emotional stability and growth, or other essential care while the child resided with her mother and regularly visited the Appellant.
