Reversed - DCF did not have sufficient evidence to support a finding of neglect by Appellant father when 1) Appellant, who had a drinking problem in the past, no longer drank and child hadn't seen Appellant drink in over a year; and 2) Appellant left child with grandparents while Appellant went to work. Report claimed that grandparents would drink and make suicidal statements in front of the child, but police did not have concerns regarding the suicidal statements.
