Reversed - DCF did not have reasonable cause to support a finding of neglect by Appellant parents when 1) the report was filed in response to a one-time verbal altercation between Appellants regarding the child's behavior; 2) the child dealt with many mental health issues that exacerbated the effects of witnessing the reported incident; 3) Appellants persuasively argued that they have set up extensive support services for the child because of her history of cancer, mental health, and bullying; and 4) DCF supported the finding without regard for the Appellants' history of protective acts and lack of concern prior to the reported incident.
