Reversed - DCF did not have reasonable cause to believe that abuse had occurred when it was shown that, although the Appellant Mother used physical discipline on a young child, (1) the actions did not pose a substantial risk of injury to the child; (2) there was no impact on the child’s growth and well-being; (3) there was no significant emotional impact on the child; (4) and no physical signs of abuse such as bruises were observed on the child.
