Affirmed in part and reversed in part - DCF had reasonable evidence to find neglect when (1) parents were going through a contentious divorce; (2) the child witnessed fighting between the parents; (3) the Appellant Father was vulgar towards the other parent; and (4) the child reported feeling scared and sad.
