Affirmed - DCF had reasonable cause to support a finding of physical abuse because Appellant mental health assistant engaged in a forceful struggle with the child, pushing her against a kitchen counter, and placing his closed fist under her neck while pushing her down, creating a substantial risk of physical injury. DCF had a reasonable cause to support a finding of neglect because Appellant failed to provide the child with minimally adequate essential care.
