Affirmed - DCF did have reasonable cause to support a finding of neglect. The appellants, mother and father of the children, engaged in a physical altercation between themselves and the father's former spouse, and her boyfriend, in front of the children. The Department found that the evidence was sufficient to show that the mother and father instigated the altercation thereby posing risk to the children's wellbeing. Furthermore, the father had a history of 51A reports, and threatening violence against his former spouse.
