Affirmed - DCF has reasonable basis to close young adult Appellant's case and terminate services where the Appellant declined the Department's proposed living placements and did not fully utilized the programs previously in place for her. At 22 years old, soon to be 23, the Appellant has been provided with significant support from agencies and individuals and has engaged in transitional planning with the Department. The Appellant owns a vehicle, receives SNAP benefits, will receive Mass Health up to her 25th birthday, and is eligible for tuition waivers if she continues to further her schooling at a community college. Finally, Appellant testified that she has no need of money from the Department, provided she "stays away from the wrong crowd."
