Reversed - DCF did not have a reasonable cause to support a finding of neglect because neither Appellant mother nor the subject child tested positive for illicit substances at the time of delivery, and there was no evidence that Appellant mother's illicit methadone use during early pregnancy placed her child in danger or at risk of injury. The child showed no signs of withdrawal, and Appellant mother and father were able to show through a preponderance of evidence that they were able to meet their child's needs.
