Affirmed - DCF had reasonable cause to support a 51A report of neglect where (1) Appellant Mother’s actions posed a substantial risk to the child’s safety and well-being, (2) Appellant had significant mental health issues, which she exacerbated by using drugs and alcohol, that impaired her functioning, (3) Appellant used cocaine in the home, invited other drug users in her home, and was hospitalized as a result, and (4) the Appellant attempted suicide while her child was in the home.
