Reversed - DCF did not have reasonable cause to find neglect when, while there would typically be cause to believe neglect was present related to a child’s truancy, the truancy was directly related to special circumstances where (1) there was a change in psychiatric services to the child, (2) the child had substantial mental health issues, and (3) the Appellant Mother was taking the necessary steps to address the child’s mental health issues.
