Reversed - DCF did not have reasonable cause to support a finding of neglect because (1) the Appellants provided excellent care for the children as evidenced by their expressed desire to continue living with Appellants (2) when a family member unexpectedly attacked one child, Appellants intervened to protect the child and took steps to obtain a restraining order against that individual
