Reversed - DCF had no reasonable cause to support allegations of neglect where Appellant allegedly drove while intoxicated with the child in the vehicle. It was determined that (1) Appellant did not transport the child, the grandmother did; (2) Appellant regularly checked on her son during the reception; (3) DCF lacks evidence that Appellant failed to provide adequate care for her child, and (4) Appellant provided testimony from relatives and those in attendance at the event that supported her ability to adequately care for her child.
