Reversed - DCF had no reasonable cause to support allegations of neglect following a 51A report from a hospital where Appellants were undergoing heroin detox because: (1) the children showed no signs that Appellants’ daily heroin use had put them at substantial risk, and (2) the grandparents were living at home with the kids to provide minimally adequate care while Appellants underwent detox.
