Reversed - DCF did not have a reasonable cause to support a finding of neglect because there was insufficient evidence that Appellant mother's marijuana use during pregnancy placed her newborn child in danger and posed a substantial risk to the child's safety and well-being. While there was evidence that Appellant failed to provide her child
with minimally adequate care, there was no evidence that her actions or inactions placed the
child in danger or posed a substantial risk to the child's safety or well-being.
