Reversed - DCF did not have reasonable cause to support a finding of neglect by Appellant father as a result of mother's mental health issues and substance use, as Appellant did not care for the child while intoxicated, was approved for temporary custody by the Probate Court, and found alternate housing for himself and the child after the mother had a mental health incident involving self-harm. Additionally, while the dirty and messy condition of the home was concerning, the police report at the time of the incident did not note any safety concerns for the child given the clean bassinet and the child's young age.
