Affirmed - DCF had reasonable cause to find neglect where Appellant had a history of substance abuse (alcohol, heroin, marijuana, cocaine, opiates, and Fentanyl) while her granddaughter was in her custody, resulting in the Appellant’s failure to provide minimally adequate supervision and other essential care. The Appellant was reported to have shown up intoxicated or under the influence at the child’s daycare and doctor’s appointments as well as was reported to be under the influence during an unannounced visit to the Appellant’s home by a DCF worker.
