Reversed - DCF did not have a reasonable basis for closing the case and terminating services of the Young Adult Appellant when (1) the Appellant had been compliant with the service plan with the exception of one incident, (2) the Appellant was arrested for assaulting the foster father and did not contact the department, (3) there was no evidence that DCF met with the Appellant to work towards resolving the problems, and (4) DCF had not engaged the Appellant in a transition planning process.
