Low income households who pay for heat, or whose heat is included in their rent, may be eligible for fuel assistance from the Low Income Home Energy Assistance Program (LIHEAP).  Additional information about fuel assistance programs, including documents and the state plan, is available on the the Mass.gov, https://www.mass.gov/service-details/learn-about-low-income-home-energy-assistance-program-liheap

Keep in mind that Fuel Assistance is NOT countable income for cash benefits or Food Stamps/ SNAP; further, receipt of Fuel Assistance entitles a SNAP recipient to receive the full HEATING standard utility deduction against their income. See 106 CMR 364.400(G)(2)(a).
