MAGI Resources
Since 2014, MAGI or Modified Adjusted Gross Income has been the income methodology used by MassHealth for most people under age 65, and also used by the Connector to determine eligibility for ConnectorCare and Premium Tax Credits. Attached is a set of FAQs about MAGI from the Center on Budget, updated in Aug 2024, describing the income rules. This CBPP website has more information on MAGI & a reference guide to affordability threshholds used for Premium Tax Credits updated annually. https://www.healthreformbeyondthebasics.org/reference-guide-yearly-thresholds/
Attached is a series of flow charts prepared by MLRI in 2018 but still current in 2024 describing the MAGI household rules in MA. Applying MAGI to people with disabilities and the disabled adult MAGI household rule are unique to MA and apply by virtue or our 1115 Demonstration.
Also attached from Dec 2020 is a 100+ page training manual from CMS on MAGI income and household rules
The link is to the National Health Law Program's Advocate's Guide to MAGI (2018). There have been some changes to the MAGI definition since 2018. but the Guide is still useful.
