DHCD Housing Stabilization Notice 2011-2: Expanded definition of "spouse" and "stepparent" for purposes of determining who may be included in an EA household. Now includes person with whom the parent or pregnant woman is involved in an inter-dependent relationship that is intended to be long-term.
