Field Ops Memo 2005-05: Emergency Assistance - Housing Assistance Program Benefits

Effective February 1, 2005, contract amendments were signed with Housing Assistance Program (HAP) providers that provide them with new resources for placing people out of shelters. HAP providers will have access to "toolbox" money that will help to move families who currently reside in temporary emergency shelter into permanent housing.
