DHCD Memo to Housing Authorities Requesting Consideration for Double-Ups

Memo been issued by DHCD asking housing authorities to "consider" allowing unauthorized occupants (homeless families with children) to stay doubled up for longer than the leases permit. These are the double-ups that the Administration is urging in lieu of providing EA shelter.
