BOR reversed original decision denying claimant benefits on grounds that she had quit job rather than accept disciplinary suspension. After remanding for additional evidence on circumstances of interaction between claimant and manager, where claimant explained that her conduct was due to a panic attack, Board concluded that she had been terminated and that termination did not involve either misconduct or rule violation and therefore she was eligible for benefits.
