Employer discharged claimant for testing positive for marijuana on random drug test.  On claimant's appeal, employer failed to present evidence to show that claimant used marijuana or chain of custody evidence to demonstrate that positive drug test report was reliable.  Board reversed R/E decision.  Claimant entitled to UI benefits.
